Where will the financial center be located?<\/strong><\/h3>\n\n\n\n<p>According to the proposal of the Ministry of Planning and Investment, Vietnam will establish two financial centers:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Regional financial center expected to be located in Da Nang<\/li>\n\n\n\n<li>International Financial Center in Ho Chi Minh City<\/li>\n<\/ul>\n\n\n\n<p>Both centers will apply special mechanisms to attract investment capital and develop advanced financial products, including cryptocurrencies.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-2-2-c\u01a1-ch\u1ebf-th\u1eed-nghi\u1ec7m-sandbox-moi-tr\u01b0\u1eddng-an-toan-cho-d\u1ed5i-m\u1edbi-tai-chinh\"><strong>2.2. This would help:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ensure safety and risk management before large-scale deployment.<\/li>\n\n\n\n<li>Attracting financial technology (Fintech) businesses to participate in innovation.<\/li>\n\n\n\n<li>Create a clear legal environment for cryptocurrencies in Vietnam.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-2-3-cac-ngan-hang-s\u1ebd-khong-b\u1ecb-h\u1ea1n-ch\u1ebf-v\u1ed1n-n\u01b0\u1edbc-ngoai\"><strong>2.3. Banks will not be restricted in foreign capital.<\/strong><\/h3>\n\n\n\n<p>A major change in financial policy is that banks in the financial center will not be limited in foreign ownership. This will open up opportunities for international investors, helping to improve the quality of financial services in Vietnam.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-2-4-qu\u1ea3n-ly-ch\u1eb7t-ch\u1ebd-v\u1ec1-an-ninh-va-ch\u1ed1ng-r\u1eeda-ti\u1ec1n\"><strong>2.4. Strict management of security and anti-money laundering<\/strong><\/h3>\n\n\n\n<p>Despite opening up to cryptocurrencies, Vietnam will still apply strict monitoring and management measures to protect the economy, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Anti-money laundering regulations related to assets and cryptocurrencies.<\/li>\n\n\n\n<li>Ensuring cybersecurity for exchanges and financial institutions.<\/li>\n\n\n\n<li>Tightly regulate NFTs, utility tokens, and crypto mining to avoid negative impacts on the environment and energy systems.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-3-vi\u1ec7t-nam-co-th\u1ec3-tr\u1edf-thanh-trung-tam-tai-chinh-s\u1ed1-khu-v\u1ef1c\"><strong>3.
