Within the framework of the Surf 2025 event, the discussion topic was: Blockchain in digital government, urban management (infrastructure, land, public data, etc.). Leading domestic and foreign technology experts discussed the practical role of blockchain technology in digital governance, urban management, and smart city building. One of the highlights was the insightful sharing from Mr. Nguyen Hoai Tuong - Director of Digital Transformation and Director of Big Data and AI Center - HVA Group.
Blockchain and the Advancement in Digital Governance in Vietnam
At the beginning of the discussion, Mr. Nguyen Hoai Tuong received a question from the organizers:
“Vietnam has set ambitious goals for digital transformation. How do you see blockchain playing a real and practical role in digital governance, especially in areas such as land registration, infrastructure or public data systems?”

HVA Group representative stated that blockchain can become the backbone of a modern public data system – where all information related to land resources, citizen records, and public services are stored, authenticated, and retrieved transparently and cannot be interfered with. With experience at HVA Group – which is researching and implementing AI & Big Data solutions using blockchain, he affirmed that the combination of big data and distributed ledger technology will be the key to helping the government improve its management capacity and serve the people better.
Three pillars of blockchain application proposed by HVA Group
HVA Group proposes three key application directions in which blockchain can play a practical and viable role in digital governance, especially in areas such as land registration, data infrastructure, citizen identification, and public data systems:
Open policies and sandboxes support innovation
The government is gradually creating flexible institutional frameworks – such as sandboxes – to encourage technology companies, especially startups, to deploy blockchain solutions in the public sector. This helps to accelerate the digital transformation process while ensuring effective and safe management.
Integration with cloud computing infrastructure
Blockchain combined with cloud computing can support the construction of more transparent and efficient management systems, such as: Digital land registration and transaction system; Comprehensive citizen identification platform; Highly authentic electronic public service portal.
Distributed ledger technology helps ensure data integrity and transparency – essential in public governance environments.

Combined with Big Data & AI Center
At the Big Data and AI Center developed by HVA Group, blockchain plays a role as authentication – security – traceability layer for the data system. This not only helps increase the reliability of in-depth analysis on: Financial – credit risks: ESG assessment: Development policy forecasts, but also minimizes fraud and data manipulation.
Blockchain – a strategic link of national digital infrastructure
According to Mr. Nguyen Hoai Tuong, blockchain should not be seen as a separate technology, but as a strategic link in the entire national digital infrastructure ecosystem. When combined synchronously with platform technologies such as Cloud, AI, Big Data and IoT, blockchain will help create a more transparent - sustainable - flexible digital governance, serving the goal of developing a digital nation and digital society that Vietnam is aiming for.
HVA Group – Accompanying the government in the digitalization journey

As a pioneer in digital transformation and Big Data research combined with artificial intelligence (AI), HVA Group is gradually deploying practical blockchain technology solutions. From experiments in digital land management to proposing transparent urban governance models, HVA not only develops technology - but also builds a digital trust foundation between the government and the people.
Conclude
HVA Group's participation at the seminar is not only the presence of a technology enterprise, but also the voice representing the trend of technology for humanity, using blockchain as a tool to serve the people, not just a superficial innovation. In the journey of building Digital Government and Smart Cities in Vietnam, blockchain is not the destination - but the bridge leading to a more transparent, efficient and equitable society.
