What principles are used to build the electricity generation price framework for solar and wind power plants?
The Ministry of Industry and Trade has issued Circular 19/2023/TT-BCT stipulating the method of developing a power generation price framework applicable to solar and wind power plants.
The Circular clearly states the principles for developing a power generation price framework applicable to solar and wind power plants as follows:
The electricity generation price framework of ground-mounted solar power plants, floating solar power plants, onshore wind power plants, offshore wind power plants is a range of values from the minimum value (0 VND/kWh) to the maximum value, built and issued annually.
The maximum value applicable to solar power plants is the electricity generation price of a standard solar power plant determined according to the method specified in Articles 4, 5 and 6 of this Circular.
The maximum value applicable to wind power plants is the standard wind power plant generation price determined according to the method specified in Articles 7, 8 and 9 of this Circular.
The price frame for the construction of ground-mounted solar power plants and floating solar power plants must be based on the average annual radiation intensity of the three regions of the North, Central and South.
Select standard solar power plants to build electricity generation price frameworks according to specified areas.
Procedures for developing and promulgating electricity generation price framework
According to the Circular, before November 1 every year, Vietnam Electricity Group is responsible for proposing the selection of standard solar power plants and standard wind power plants to calculate the electricity generation price frame; calculate or hire consultants to select a set of parameters and calculate the electricity generation price of standard solar power plants and standard wind power plants according to regulations.
Within 05 working days from the date of receiving the dossier for calculating the electricity price framework, the Electricity Regulatory Authority shall be responsible for checking the detailed content of the dossier, the completeness and validity of the dossier for approval. If necessary, the Electricity Regulatory Authority shall issue a written request to Vietnam Electricity Group to amend, supplement or clarify the contents of the dossier.
No later than 15 working days from the date of receipt of the request to amend, supplement or clarify the contents of the dossier from the Electricity Regulatory Authority, Vietnam Electricity Group is responsible for sending a written report explaining the contents of the dossier as requested.
In case of receiving valid dossiers and explanatory reports clarifying the contents of the dossiers of Vietnam Electricity Group, within 20 working days from the date of receiving the dossiers, the Electricity Regulatory Authority shall be responsible for organizing the appraisal of the electricity generation price framework submitted by Vietnam Electricity Group.
If necessary, the Electricity Regulatory Authority shall organize the collection of opinions on the electricity generation price framework through the Advisory Council established by the Ministry of Industry and Trade or the affected subjects.
No later than 15 working days from the date of organizing the appraisal of the electricity generation price framework, the Electricity Regulatory Authority shall be responsible for submitting to the Minister of Industry and Trade for approval the electricity generation price framework for the types of ground-mounted solar power plants, floating solar power plants, inland wind power plants, offshore wind power plants, and offshore wind power plants for the following year and announcing it on the website of the Electricity Regulatory Authority. In case the electricity generation price framework for the following year has not been announced, the most recent effective electricity generation price framework shall be temporarily applied.
